Why? Because once a person..especially a new Christian feels they have unconfessed sin they may stop taking the communion. Once you lose that - you stop coming to mass. Confession, is part of getting strength. No one going to confession? C'mon, no one is perfect. You don't need confession you don't need the church and obviously that is not true. You let one new Christian come to mass and begin the habit of not receiving the Eucharist and you have trouble.
